- Defeated S.173, “Telecommunications Equipment Research and Manufacturing Competition Act,” to limit RBOC entry into the telecommunications manufacturing sector
- Secured passage of the S. 376, “Open Market Reorganization for the Betterment of International Telecommunications Act,” to promote a fully competitive global market for satellite communications services to benefit consumers
- Helped enact S. 652, “Telecommunications Act of 1996,” by building bipartisan coalition of key Senate Members, including Senators Stevens, Hollings, Inouye, Lott, Pressler, and leading House Members, including Representatives Bliley, Dingell, Markey, and Fields
- Prevented enactment of H.R. 1542, “Internet Freedom and Broadband Deployment Act of 2001” to preserve a competitive local telecommunications marketplace
- Obtained passage of H.R. 1554, “Satellite Home Viewers Improvement Act,” to provide for carriage of local-to-local signals by brokering negotiations between key House Commerce and Judiciary Committees leaders
- Secured approval of AT&T Wireless-Cingular Merger before Federal Communications Commission and Department of Justice by securing legislative and regulatory support
- Defeated McCain Amendment to secure free airtime for candidates during campaign finance reform debate
- Worked extensively on FTS 2000 government contract process to reduce AT&T’s market share and drive down pricing
